西南氣流炸港都 高雄撤離800人
【台灣醒報記者譚有勝、王淯意台北報導】西南氣流來襲！高雄六龜緊急撤離近800人。熱低氣壓水災還未消退，高雄28日凌晨便因西南氣流的短時強降雨到處淹水，造成高雄於早晨132處積水，截至目前為止，已有129處退水，還有3處未退水。中央氣象局表示，深夜南部開始雨勢逐漸增強，西南氣流會一路影響到29日，今、明兩天雨勢最強，預估南部地區會有大豪雨。
根據資料顯示，過去12小時，六龜區累積雨量148毫米，農委會水土保持局將六龜31條溪流從石流黃色警戒升級紅色警戒。在國軍協助下，今早6點半起強制撤離土石流潛勢區居民，陸續撤離8里居民共798人前往各地避難中心，目前撤離作業還在進行，各安置中心人數統計中。
西南氣流帶來短時強降雨，根據統計，昨日22時至今日10時，12小時累積降雨分別為高雄326毫米、屏東283毫米及台南125毫米，12小時即超過24小時250毫米的「10年治水保護標準」，造成今早高雄新增132處積淹水，但已迅速解決129處。
高雄28日凌晨主要強降雨出現時段集中在零時至2時與清晨5時到7時，2波強降雨使不少滯洪池滿載，也使多處路段出現積淹水，其中包括鹽埕、鼓山、前鎮、三民、鳳山、仁武、橋頭等區，都有積淹水災情。高雄仁武鳥松地區更是一度水淹30公分以上。
氣象專家彭啟明在臉書專欄中表示，27日至28日降雨的最大熱區在屏東與高雄，台南及台東次之。他表示，這波西南氣流最主要的強風軸昨天雖對準屏東，並降下超過350毫米的大雨。但27日深夜開始至28日凌晨，氣流角度有點偏轉，偏向高雄、屏東交界處，並在屏東新園鄉和高雄鳳山區降下近200毫米的雨勢。
關島附近海面的熱帶性低氣壓也於28日早上形成第21號颱風「燕子」，氣象局表示，燕子颱風目前距離台灣還有段距離，預計在5天之內對台灣沒有直接影響。
